National Assembly members attend the OECD GPN Plenary Meeting

- Attended by National Assembly members Koh Yong-jin and Park Yong-jin (Democratic Party of Korea) 

- Discussions held on launch of a parliamentary group for cooperation with the OECD in the Ukraine Rada;

         global economic outlook; and OECD trade strategy



A delegation from the Republic of Korea’s National Assembly (Speaker Kim Jin-pyo) attended the “2024 OECD Global Parliamentary Network (GPN) Plenary Meeting” held April 3-4 in Paris, France, and jointly hosted by the Organization for Economic Cooperation and Development (OECD) Secretariat and the North Atlantic Treaty Organization (NATO) Parliamentary Assembly. National Assembly members Koh Yong-jin (Delegation Leader, Democratic Party of Korea) and Park Yong-jin (Democratic Party of Korea) represented the Republic of Korea.


Over the course of eight sessions, the following topics were discussed: ▲ OECD-Ukraine: Launch of Parliamentary Group for Co-operation with the Ukraine Rada; ▲ Global Economic Outlook; ▲ OECD Trade Strategy; ▲ Artificial Intelligence Governance and the Role of the OECD; ▲ The State of Global Education: PISA 2022 Results; and ▲ Moving to a Net-Zero, Circular, and Nature-Positive Economy. 


On day one, the Korean delegation participated in four sessions on topics such as a “Global Economic Outlook” and attended presentations by Clare Lombardelli, chief economist of the OECD; Fatih Birol, executive director of the International Energy Agency (IEA); and Julia Nielsen, deputy director of the OECD Trade and Agriculture Directorate. Before the sessions, the two-member delegation met with Hwang Hyun-jung, an economist in the OECD Economics Department's Korea-Sweden Desk, to discuss major risks to the global economy such as monetary tightening and geopolitical instability and the Republic of Korea’s legislative and policy responses. 


The following day, the delegation took part in three sessions on topics including “Moving to a Net-Zero, Circular, and Nature-Positive Economy” and a “Special Session on Reinforcing Democracy,” while attending presentations by six experts including Jo Tyndall, director of the OECD Environment Directorate; and Fabrizia Lapecorella, deputy secretary-general of the OECD. During the session on the “triple crisis” of climate change, biodiversity loss, and pollution, Korean delegation leader Koh introduced legislative and policy measures enacted by the Republic of Korea to address these crises facing the planet, including the Act on Promotion of Transition to Circular Economy and Society Act, and the Act on the Conservation and Use of Biological Diversity. He underscored the importance of the OECD member countries' parliaments playing a leading role in addressing global crises and strengthening their cooperation.


The OECD Global Parliamentary Network (GPN) Plenary Meeting is organized by the OECD Secretariat to discuss major global economic issues. It is held annually at OECD headquarters in Paris, France.


The Republic of Korea’s National Assembly plans to continue to regularly participate in this meeting to introduce Korea’s exemplary legislative and policy cases and engage in discussions and cooperation on important global economic issues with parliamentary delegations from other countries.
