Plenary passes 39 bills including the Act on Measures for Prevention of Flood Damage in Urban River Basins*


- Establishes plans to prevent floods in urban rivers vulnerable to flooding due to urbanization
- Introduces safety inspection program for motorcycles, and provides grounds for compensation for overstatement of mileage on electric vehicles
- Stipulates the assessment and reflection of small- and mid-sized company jobs in the selection of government-funded projects
- Establishes an information system necessary for early detection of people at risk of facing ‘lonely death’


The National Assembly passed 41 items, including 39 bills, during the first plenary meeting of the 409th extraordinary session, held on Aug. 24th. The major bills tabled for consideration are as follows:

<1> Act on Measures for Prevention of Flood Damage in Urban River Basins*

The approved Act stipulates what is necessary for the comprehensive prevention of flood-related damage in urban river basins. The Minister of Environment shall be required to create a basic flood damage prevention plan for certain urban rivers every 10 years. Certain urban rivers are defined as rivers that have suffered or are expected to suffer serious flood damage amidst urbanization but where prevention is difficult by means of typical flood management plans such as river maintenance.
The Minister of Environment shall be able to set up and operate an integrated situation office for water-related disasters in order to collect and distribute information and manage a given situation, while demanding the submission of necessary data from heads of concerned institutions. To prevent or mitigate damage to the lives, health, and property of citizens resulting from urban flooding, the Minister may issue flooding forecasts for each river basin and install and operate an urban flood forecasting center in cooperation with related experts. 


<2> Amendment to the "Motor Vehicle Management Act" 

The amendment seeks to improve the management of motorcycles by introducing a safety inspection system, in particular to address illegal riding and insufficient vehicle maintenance, which have led to an increasing number of accidents. 
The amendment requires motorcycle owners to undertake various inspections, including usage inspections (for motorcycles previously reported as abandoned but later restored for reuse), regular inspections (periodic inspections following usage reports), tuning inspections (for modified motorcycles), and ad hoc inspections (carried out intermittently at the owner’s request). In addition, it establishes the legal basis for compensation in the case of excessive mileage displays on electric vehicles following a single charge.


<3> Amendment to the Special Act on Support for Human Resources of Small and Medium Enterprises

This amendment enables the government to consider both the quantity and the quality of jobs created by small- and medium-sized enterprises (SMEs) when selecting beneficiaries for government support programs. 
The amendment explicitly defines the “evaluation of jobs created by SMEs” and allows the Minister of SMEs and Startups to evaluate and consider this factor when selecting enterprises for government support programs. 
The amendment also promotes the prioritization of SMEs located in rural areas when implementing workforce support programs, thereby contributing to balanced development and efficient workforce allocation for SMEs.


<4> Amendment to the Act on the Prevention and Management of ‘Lonely Deaths’**

The amendment enables the Minister of Health and Welfare to develop and operate a “response system for the lonely death crisis*” that can be linked to the Social Security Information System. It also establishes the legal basis for processing administrative information, requesting data and information-sharing, and linking to and utilizing the information system. 

    ** Lonely death refers to any person who has lived alone, is disconnected from family, relatives, neighbors, etc., who dies alone from suicide, disease, etc., 
         and his or her corpse is discovered after the lapse of some time. A person at risk of facing a lonely death is a person deemed to be exposed to, or likely 
         to be exposed to, the risk of lonely death. 

This amendment focuses on the early detection of persons at risk of facing a lonely death, facilitation of the development of a comprehensive information system, and efficient operation of lonely death prevention and management tasks through linkage to administrative data.
