Plenary passes 4 bills including amendment to the Welfare of Senior Citizens Act


- Amendments to the Welfare of Senior Citizens Act and the Act on Welfare of Persons with Disabilities to establish media reporting standards on elderly and disabled abuse cases
- Special Act on Construction of the New Daegu-Gyeongbuk Airport* to support airport relocation, construction, and site developments


During the meeting of the 405th extraordinary session, held on April 13, 2023, the National Assembly passed six items including four bills. Following are the major bills tabled for consideration:


<1> Amendments to the Welfare of Senior Citizens Act and the Act on Welfare of Persons with Disabilities

The amendments shall form the basis for new media reporting standards on elderly and disabled abuse cases by placing top priority on victims’ rights and the provision of accurate information on abuse prevention.

The amendments stipulate that the Minister of Health and Welfare establish media reporting guidelines on elderly and disabled abuse cases and formulate an implementation plan in consultation with the head of the competent administrative agency as prescribed by Presidential Decree. The Minister shall also be empowered to request cooperation on the guidelines from media outlets such as broadcasting companies, newspapers, and magazines, and the press will need to make efforts to comply with the request.


<2> Special Act on Construction of the New Daegu-Gyeongbuk Airport*

The approved bill to enact the Special Act on Construction of the New Daegu-Gyeongbuk Airport* establishes grounds for administrative and financial support for a project to construct the new Daegu-Gyeongbuk airport (hereinafter, “the Airport”) and develop previously used sites (a military air base and Daegu International Airport).

Specifically, the Special Act allows the heads of local government with jurisdiction over the previous site areas to serve as the military air base relocation project operator and appoint a project management agency, while stipulating legal fiction for authorization and permitting aimed at promoting swift implementation of the project.

In addition, the project operator shall be able to receive necessary financing from the government up to the budgeted amount. If the cost of the air base relocation and previous site development project exceeds the value of the property for the abolished purpose of use, the project operator shall be able to receive support at the request of the head of the competent central government agency, notwithstanding Article 55 of the State Property Act and Article 9 of the Special Act on the Relocation of Military Air Bases and Support Therefor.

The Special Act also enables the Minister of Strategy and Finance to waive the preliminary feasibility study to promote speedy implementation of the airport construction project, and to apply special cases regarding the establishment of sports facilities and industrial complexes in the area occupied by the previous site development project.

<3> Special Act on the Relocation of Gwangju Military Air Base and Development of Previous Site*

The approval bill to enact the Special Act on the Relocation of Gwangju Military Air Base and Development of Previous Site* shall serve as grounds for administrative and financial support for the project to relocate the Gwangju Air Base.

The Special Act stipulates legal fiction for authorization and permitting aimed at promoting swift implementation of the project, and the Minister of Defense may, if needed to facilitate the relocation of air base facilities, concede established facilities and land for the support project to the local government holding jurisdiction over the relocation site, notwithstanding the State Property Act.

In addition, the project operator shall be able to receive necessary financing from the government within the budgeted amount. If the cost of the military air base relocation and previous site development project exceeds the value of the property for the abolished purpose of use, the project operator shall be able to receive support at the request of the head of competent central government agency, notwithstanding Article 55 of the State Property Act and Article 9 of the Special Act on the Relocation of Military Air Bases and Support Therefor.
