- Amendment to the Act on the Protection of Children and Youth against Sex Offenses to expand restrictions on employment of sex offenders
- Amendment to the Artist Welfare Act to provide emergency relief to artists during social crises such as the COVID-19 outbreak



The National Assembly passed 21 items on its agenda, including 15 bills, during the first plenary meeting of the 404th extraordinary session held on Mar. 23, 2023.
Major bills tabled for consideration were as follows:


<1> Amendment to the Act on the Protection of Children and Youth against Sex Offenses

The amendment seeks to eliminate blind spots in the protection of children and youth by expanding the types of institutions that are mandated to report the occurrence of a sex offense against a child or a youth, required to be notified of information of registered sex offenders, and restricted from employing a sex offender.
More specifically, child care support centers and part-time child care service providers will be included on the list of institutions that are mandated to report the occurrence of a sex offense against a child or a youth; youth welfare facilities and private tutors will be included on the list of those required to be notified of information of registered sex offenders, on orders of the Minister of Gender Equality and Family; institutions specializing in sex education and multicultural family support centers will be included on the list of institutions restricted from employing any sex offender; and assistant nurses and medical technologists who have committed a sex offense will be restricted from obtaining a job at a medical institution.
Under the amendment, if there is anything incorrect in the disclosure or notification of registered information of a sex offender, any person may request a revision from the Minister of Gender Equality and Family.


<2> Amendment to the Community Credit Cooperatives Act

The amendment will specify that campaigns that entail visiting members door to door to encourage them to elect an executive officer of a credit cooperative is prohibited beginning 90 days before the expiration of the term of the existing executive officer until the election day, according to the Supreme Court Decision* ruling that the addition of such a prohibition to the articles of association violates the principle of legality.

In addition, a person who has committed a crime of workplace sexual violence, assault, bodily injury, or compulsion and for whom three years have not passed since he/she was sentenced to a fine* will be disqualified for the executive officer position.

* Fine of at least KRW 1 million for a crime of workplace sexual violence, and at least KRW 3 million for other crimes


<3> Amendment to the Artist Welfare Act

There was recognition of the need to provide support to artists when their activities were restricted due to the closure of performance and exhibition venues and the cancellation of culture and arts events during the COVID-19 pandemic.
The amendment will add ‘emergency support measures for artists’ to the Master Plan for Artist Welfare Policies formulated every five years by the Minister of Culture, Sports and Tourism, thereby making it possible for artists to continue their activities during social crises.
