Plenary passes six bills including amendment to the special act to support Jeonse fraud victims


- Reconsideration of bill to appoint a special prosecutor to investigate a Marine Corps death rejected, with 179 votes 
         in favor, 111 against, and 4 abstentions
- Limit for rental deposits covered under the relief-first, recovery-later system for jeonse fraud victims raised from 
         KRW 300 million to KRW 500 million
- Four other bills are approved, including the Act on the Honorable Treatment of Persons of Distinguished Service to 
         Democratization and the Special Act on the Remedy for Damages by the April 16 Sewol Ferry Disaster and Assistance Thereof


The National Assembly of the Republic of Korea (Speaker Kim Jin-pyo) passed seven agenda items including six bills (six approved and one rejected) during the second plenary meeting of the 414th extraordinary session, held on May 28.

Major bills tabled for consideration are as follows: 


<1> Reconsideration of the Act on the Appointment of an Independent Prosecutor to Investigate Allegations of Obstruction and Cover-up of the Marine Corps Death Case* 

Reconsideration of the Act, aimed at investigating allegations of obstruction and cover-up of an incident involving a fallen marine, was rejected, with 179 votes in favor, 111 against, and 4 abstentions out of a total of 294 votes.

The bill passed during the first plenary meeting of the 414th extraordinary session on May 2 and was sent to the government but was returned to the plenary for reconsideration by the President on May 21. In an anonymous vote on reconsideration, a bill requires approval by two-thirds of attending members with more than half of total members present.


<2> Amendment to the Special Act on Support for Jeonse Fraud Victims and Housing Stabilization

The amendment seeks to swiftly return rental deposits to jeonse fraud victims by introducing a system for the purchase of claims for the return of a rental deposit (relief-first, recovery-later). 

Jeonse fraud victims, who are tenants of jeonse¬-based housing affected by fraud, can apply for public purchase of their deposit return claims through the Jeonse Fraud Support Center, established by the Korea Housing and Urban Guarantee Corporation, after registering their tenancy.

Organizations like the Korea Housing and Urban Guarantee Corporation can purchase these deposit return claims through a fair value assessment, as prescribed by presidential decree. The purchase price paid by the claim purchasing entity is set at no less than the preferential repayment ratio of the deposit.

The amended Special Act also clearly stipulates that foreign nationals can be recognized as jeonse fraud victims and increases the eligible deposit limit from KRW 300 million won to KRW 500 million won.
