Plenary passes five items including two bills



- Special Itaewon disaster investigative committee comprised of nine members: four recommended by the ruling party, 
         four by the opposition party, and one by the National Assembly Speaker
- Committee to operate for up to one year, with an optional extension of up to three months
- Central and local governments required to support disaster victims’ living conditions, install community facilities, and 
         undertake memorial projects and establishment of foundations
- Special prosecutor appointed to investigate allegations of obstruction and cover-up of Marine Corps death case
- Special Act on Support for Jeonse Fraud Victims and Housing Stabilization referred to the plenary to introduce relief-first, 
         recovery-later system for rental deposits



The National Assembly of the Republic of Korea (Speaker Kim Jin-pyo) passed five agenda items, including two bills, at the first plenary meeting of the 414th extraordinary session held on May 2. 

Here are the key items tabled for consideration: 


<1> Special Act on Guaranteeing Victims’ Rights, Investigating the Truth, and Preventing Recurrence of the October 29 Itaewon Disaster*

The approved Special Act aims to establish a special investigative committee to ascertain the truth concerning the causes of the October 29 Itaewon Disaster that occurred in 2022, the procedures that were followed to manage it, and follow-up measures. 

The bill, which passed at the plenary meeting on January 9 and was sent to the government, was requested for reconsideration by the President on January 30. The revised bill was passed after reflecting agreements between ruling and opposition negotiating groups. 

The investigative committee will consist of nine members: four recommended by the ruling party, four by the opposition party, and one by the National Assembly Speaker after consultations with the negotiating groups. 

It will operate for up to one year, with an optional extension of up to three months. If needed, a second, three-month extension may be granted to complete and publish a comprehensive report and white paper following the investigation. 

The Special Act also includes provisions for the central and local governments to provide support for victims’ living conditions, such as medical support, psychological assistance, grieving leave for workers, and others. The government bodies shall develop and implement community recovery programs, establish community complex facilities, and support memorial projects and the establishment of foundations. 

The special act shall take effect upon promulgation, and the President must appoint the committee members within 30 days. If all nine members are not appointed within a month, the committee can be formed with a majority of the appointed members.


<2> Act on the Appointment of an Independent Prosecutor to Investigate Allegations of Obstruction and Cover-up of the Marine Corps Death Case*

The approved bill aims to appoint a special prosecutor to investigate the death of a Marine who was swept away by a strong current during a search operation conducted by the Ministry of National Defense in Yecheon, North Gyeongsang Province in July 2023. 

The investigation will address the ▲ Marine’s death; ▲ any concealment or obstruction by the Presidential Office, Ministry of National Defense, Marine Corps Headquarters, and Gyeongbuk Provincial Police; and ▲ any related illegal activities discovered during the investigation. 

The President will appoint the special prosecutor from among two candidates recommended by the negotiating group, to which the President does not belong, from a list of four candidates recommended by the President of the Korean Bar Association. The special prosecutor has 20 days to prepare for the investigation and shall complete it within 70 days, with a one-time extension of 30 days. 


<3> Motion to make an amendment to the Special Act on Support for Jeonse Fraud Victims and Housing Stabilization to the plenary

The motion is to present the amended Special Act to the plenary. The amendment aims to swiftly return rental deposits to jeonse fraud victims by introducing a system for the purchase of claims for the return of a rental deposit (relief-first, recovery-later).
