Plenary passes three bills including the Special Act on Support for Human Resources Employed by Agricultural and Fisheries Businesses


- Special Act on Support for Human Resources Employed by Agricultural and Fisheries Businesses to help improve the supply of labor to agricultural and fisheries businesses
- Amendment to the Weather Act to take systematic measures to cope with climate change and prevent related damages



During the 1st plenary meeting of the 402nd extraordinary session, held on Jan. 30, 2023, the National Assembly passed seven agenda items, including three bills. Following are the major bills tabled for consideration:

<1> Special Act on Support for Human Resources Employed by Agricultural and Fisheries Businesses*

The specificity of agriculture and fisheries, distinct from urban and other industrial sectors, has not been reflected in employment policies amidst a growing shortage of workers in the agriculture and fisheries sectors due to the country’s shrinking and aging population.
The Special Act will mandate that the Minister of Agriculture, Food and Rural Affairs and the Minister of Oceans and Fisheries establish a basic plan, every five years, to support workers employed in the agriculture and fisheries industries, with policies that will help stabilize the manpower supply. When the government recruits foreign workers, the scope and timing of such introductions will be decided after considering the specific demand for workers in agriculture and fisheries.
To promote the welfare of agricultural and fisheries workforce, the Special Act stipulates that state and local governments, along with agricultural and fisheries businesses, have a duty to work to secure suitable working hour for such workers and mandates that the Minister of Agriculture, Food and Rural Affairs and the Minister of Oceans and Fisheries provide counseling services to those who have experienced any violation(s) of human rights, while also establishing the legal basis to offer financial support to relevant welfare facilities.

<2> Amendment to the Weather Act

There is a recognized need to monitor climate change and provide detailed weather information in order to help prevent loss of life and property in the face of intensifying climate change and formidable weather events.
This amendment will add “climate change monitoring” and “establishment of countermeasures” to the “meteorological services” for which the government has a duty to maintain the production and transfer system of related information; mandate that the Administrator of the Korea Meteorological Administration establish and operate weather observation networks to observe climate change; and create regulations on the qualifications, services provided, and education of meteorologists.
To help prevent meteorological phenomena from causing disasters, the amendment will allow the Korea Meteorological Administration to formulate joint responses with central administrative agencies and local governments, and provide support for some or all of cost incurred by ship owners who install wireless communications facilities on their vessels to receive weather forecasts and/or severe weather s.
