Speaker of the National Assembly of the Republic of Korea Kim Jin-pyo met on Feb. 15 with Prime Minister of Mongolia Luvsannamsrai Oyun-Erdene in the National Assembly reception room. The two discussed ways to bolster the bilateral relationship that include expanding cooperation on energy and minerals, securing Mongolia’s support for Busan’s bid to host World Expo 2030, and easing visa requirements for Mongolian citizens. The visit marked the first by a Prime Minister of Mongolia in 12 years.

Speaker Kim remarked, “The two countries, under the strategic partnership upgraded in 2021, have many linguistic and cultural similarities and place emphasis on common values such as democracy, human rights, and freedom. We have maintained a mutually beneficial economic relationship, and thus there’s a high likelihood of strengthened relations in the future.” The Speaker also pledged to “provide all possible support for developing the bilateral relationship and of expanded parliamentary cooperation, with the visit by the Prime Minister of Mongolia.”

Prime Minister Oyun-Erdene expressed his gratitude on behalf of the Mongolian government and people, to Korea and its people for maintaining continuous diplomatic ties with Mongolia since 1990, noting that Korea is the next-closest country to Mongolia after those it shares a border with, Russia and China. Then, citing Mongolia’s minerals and energy export dependence on Russia and China, he expressed hopes for expanded cooperation with Korea in that sector.

Kim agreed on the need to diversify the development and trade of energy, minerals, and other necessary resources, saying, “Korea has participated in various projects involving exploitation of mineral resources overseas and has developed related technologies. It is thus able to partake in energy and minerals development in Mongolia for mutual benefit.”

Mongolia is the world’s 10th richest country by natural resource reserves, and the country’s rare earth resources account for nearly 16 percent of known reserves worldwide.

Prime Minister Oyun-Erdene responded that cooperation in the energy and minerals field is important for the development of the bilateral relationship, and that he had discussed energy and minerals cooperation with Prime Minister Han Duck-soo the previous day. By meeting with many leaders of promising Korean businesses and ministers of related government agencies in the delegation, he was able to have practical and fruitful discussions during this visit, the prime minister added.

Speaker Kim underlined, “For effective development of economic exchange, trade and investment, Korea and Mongolia need to establish an economic partnership agreement and revise the bilateral investment treaty as early as possible.”

Prime Minister Oyun-Erdene requested Speaker Kim’s interest in and support for a mutual visa exemption policy to help expand personnel exchange and economic cooperation between the two nations, citing the Mongolian government’s declaration of 2023-2025 as the ‘Years to Visit Mongolia.’ Speaker Kim responded that discussions on eased visa requirements are already underway, for which the National Assembly will provide necessary support.

The Prime Minister also affirmed the Mongolian government’s support for Busan’s bid to host World Expo 2030. Speaker Kim expressed his appreciation for the support and raised expectations for “expanded investment and economic cooperation between businesses of the two nations, as well as utilization of smart city technology for urban development in Mongolia during the process of hosting the World Expo 2030 Busan, as part of a special relationship between the two sides.”

Meanwhile, Prime Minister Oyun-Erdene invited Speaker Kim to Mongolia, citing a formal invitation from Speaker of the Mongolian Parliament G. Zandanshatar, who visited the National Assembly of Korea in October 2022, and the Mongolian government’s plan to hold an economic forum in July 2023. Kim showed his appreciation for the invitation and responded, “I will make time to visit Mongolia when the forum is held, if possible.”

The attendees from the Mongolian side included Minister of Foreign Affairs Battsetseg Batmunkh, Deputy Prime Minister and Minister of Economy and Development Khurelbaatar Chimed, Chief Cabinet Secretary Amarbayasgalan Dashzegve, and Ambassador of Mongolia to the Republic of Korea Sarantogos Erdenetsogt. From the Korean side, attendees included Chief of Staff to the Speaker Park Kyung-mee, Senior Secretary for Public Relations Ko Jae-hak, Korean Ambassador to Mongolia Kim Jong-gu, Ambassadorial Advisor to the Speaker for Foreign Affairs Cho Koo-rae, and Director General of the International Affairs and Protocol Bureau Hwang Seung-gi.
