Speaker of the National Assembly of the Republic of Korea Kim Jin-pyo met on Dec. 6 with President of Vietnam Nguyen Xuan Phuc in the National Assembly reception room, where they discussed pending issues including swifter approval of operations and branches of Korean financial institutions in Vietnam, easier issuance of work permits to Koreans, enhanced cooperation in diplomatic security, and support for Busan as host city for World Expo 2030. The visit by President Phuc, Vietnam’s No. 2-ranked official, was made at the Korean government’s request in celebration of the 30th anniversary of Korea-Vietnam diplomatic relations.

Speaker Kim expressed his appreciation for Korea and Vietnam’s 30-year-long relationship, citing it as ‘an exemplary case,’ and describing their achievements in economic and personnel exchanges. Kim noted that “Korea is the No. 1 investor in Vietnam, and trade between the two nations has increased by 160 times over the past 30 years, while personnel exchanges expanded by nearly 2,400 times. The number of students from Vietnam has surpassed 60,000 — making it the largest population of foreign students in Korea — while the number of Korean-Vietnamese multicultural families exceeds 80,000.”

The Speaker continued, “With the visit by President Phuc, Korea-Vietnam ties have been upgraded to a ‘comprehensive strategic partnership.’” He then proposed fostering a more favorable impression between the two countries’ peoples and strengthening their reciprocal and practical relations on development over the next 30 years. Korea and Vietnam forged a comprehensive strategic partnership on Dec. 5, capitalizing on the occasion of the summit between President Yoon Suk-yeol of Korea and President Phuc. Besides Korea, only three countries (China, Russia, and India) have forged a comprehensive strategic partnership — the highest-level of bilateral alliance — with Vietnam.

Kim asked for Vietnam’s support and interest in the financial and construction sectors to foster conditions for a better business environment among Korean companies in Vietnam. He said, “I hope the Vietnamese authorities will swiftly complete the approval process for Korean financial institutions that have sought to establish local operations and branches, which will enable Korean companies in Vietnam to enjoy easier, better financial services. Korean firms have also struggled due to delays in construction related to Hanoi Metro Line 3 and Lotte Mall Hanoi, and I’d like to request your interest to quickly address the issue.”

Speaker Kim also continually requested President Phuc’s interest in the process of issuing work permits for Koreans, which would help Korean companies in Vietnam hire necessary Korean experts in a timely manner.

President Phuc responded that he will positively consider Speaker Kim’s requests to promote an upgraded relationship between the two countries.

Speaker Kim also asked for Vietnam’s support for Busan as the venue for World Expo 2030. Citing the sisterhood relationship between Busan and Ho Chi Minh City, Kim said, “It would be of great help to Busan’s bid to host World Expo 2030 if Vietnam affirms its support in the early stages [of the bid].” President Phuc responded that he would also give this positive consideration.

Meanwhile, President Phuc requested Kim’s support for expanding Korea’s official development assistance (ODA) and economic development cooperation fund (EDCF) to Vietnam and improving export conditions for agricultural and fisheries products from Vietnam. Speaker Kim rated Korea’s ODA projects for Vietnam high among its contributions to Vietnam’s economic and technological development and responded, “Korea will hold closer consultations with Vietnam on the Vietnam-Korea Institute of Science & Technology (VKIST) project. I know that the necessary process for expanding imports of Vietnamese agricultural products is now under way. The National Assembly will follow and expedite it with interest.”

Speaker Kim and President Phuc also held an in-depth discussion in the field of diplomatic security. President Phuc requested Korea’s support for Vietnam’s stable maritime security and its bid to host the 2025 Pioneering Green Partnership (P4G) Summit in Vietnam. In response, Kim remarked, “The Korean government holds the position that it is important to respect international laws including the United Nations Convention on the Law of the Sea in the East China Sea and preserve the maritime order that guarantees freedom of shipping and aviation. Korea will continually strengthen cooperation on maritime security with Southeast Asian countries, including Vietnam.”

He continued, “Korea, as the P4G chair for 2021-2023, has already delivered Vietnam’s intention to host the 2025 summit to the P4G secretariat and major donor countries. It will continue to cooperate on the plans and policies of the Vietnamese government.”

President Phuc also referred to the 2019 Hanoi Summit between North Korea and the United States held in February 2019 and expressed his support for Northeast Asia’s efforts to achieve peace through denuclearization of the Korean Peninsula and United Nations Security Council resolutions. Speaker Kim expressed his gratitude for Vietnam’s consistent support for denuclearization of the Korean Peninsula and responded, “Korea plans to respect the UN Security Council resolutions and maintain or strengthen controls against nuclear proliferation by North Korea, toward denuclearization of the Korean Peninsula. But if the North denuclearizes, the South will strongly advocate its own development.”

President Phuc extended a formal invitation to Speaker Kim to visit Vietnam, to which Kim expressed his gratitude and responded, “I’d like to visit Vietnam as soon as possible following the negotiation of schedule between the two parliaments.”

The meeting attendees from the Vietnamese side included Deputy Prime Ministry Pham Binh Minh, Minister of Foreign Affairs Bui Thanh Son, Chairman of Presidential Office Le Khanh Hai, Minister of Culture, Sports and Tourism Nguyen Van Hung, Korea-Vietnam Parliamentary Friendship Group President Nguyen Thi Thanh, and Vietnamese Ambassador to the Republic of Korea Nguyen Vu Tung. From the Korean side, attendees included National Assembly members Kim Tae-nyeon (President of the Korea-Vietnam Parliamentary Friendship Group), Kim Hack-yong (former President of the Korea-Vietnam Parliamentary Friendship Group), Lee Chul-gyu and Kim Hoi-jae (Executive Members of the Korea-Vietnam Parliamentary Friendship Group), Hong Sung-kook (Vice President of the Korea-Vietnam Parliamentary Friendship Group); Secretary General of the National Assembly Lee Kwang-jae; Chief of Staff to the Speaker Park Kyung-mee; Senior Secretary for Public Relations Ko Jae-hak; Korean Ambassador to Vietnam Oh Young-ju; Ambassadorial Advisor to the Speaker for Foreign Affairs Cho Koo-rae; and Director General of the International Affairs and Protocol Bureau Hwang Seung-gi.
