[Official Trip] Speaker Kim makes official visits to Ethiopia, Rwanda, and UAE

Speaker Kim Jin-pyo makes official visits to Ethiopia, Rwanda, and UAE

- Attends 145th Inter-Parliamentary Union Assembly and goes all-out
to promote Busan as the World Expo 2030 venue

- Focuses on strengthening cooperation with Ethiopia, Africa's gateway nation,
and securing a link to the African market

- Shares Korea’s plan to expand investment in sovereign wealth funds
owned by the United Arab Emirates


Speaker of the Republic of Korea's National Assembly Kim Jin-pyo will visit Ethiopia, Rwanda, and the United Arab Emirates (UAE) from October 9 to 16 to aggressively promote Busan’s bid to host World Expo 2030 and seek stronger economic cooperation with the countries. The visits will take place as part of his trip to attend the 145th Inter-Parliamentary Union Assembly in Kigali, Rwanda.

Speaker Kim’s first destination is Ethiopia, which is Korea’s primary cooperation partner on the continent. During his Oct. 9-10 visit there, he will focus on securing a foothold there for Korean companies to advance into the African market. It will mark the first official visit to Ethiopia by a Korean head of parliament in ten years. Speaker Kim will meet with President Sahle-Work Zewde and will discuss cooperation in energy, local development, health care, and the environment.

Ethiopia is one of two African allies that fought in the Korean War to support the Republic of Korea. It dispatched 3,158 troops from its Kagnew Battalions, and 122 of its soldiers were killed in action. To commemorate the 60th anniversary of diplomatic ties with Ethiopia in 2023, Speaker Kim is scheduled to lay flowers before the Korean War veterans memorial and attend a meeting with war veterans to further strengthen the bonds between the two countries.

Speaker Kim will also visit Kigali, Rwanda, to attend the 145th IPU Assembly from October 11-12, where he will engage in multilateral diplomacy. His visit to Rwanda marks the first by a Korean parliamentary head. There, he will make determined efforts to advance Busan’s successful bid for World Expo 2030 by promoting the city among the parliamentary leaders attending the Assembly.

This 145th IPU Assembly aims to devise joint measures to build gender-equal and gender-sensitive parliaments and drive democratic progress and sustainable development. In his plenary speech, Speaker Kim will introduce the efforts and achievements of the Republic of Korea's National Assembly to achieve gender equality.

Speaker Kim will then visit the UAE, Korea’s special strategic partner, from October 13-15, focusing on economic diplomacy. Korea and the UAE have formed a broad partnership to cooperate closely in diverse sectors ranging from nuclear power and energy to national defense, construction, and infrastructure.

Speaker Kim will meet with Speaker of the Federal National Council Saqr Ghobash and discuss ways to reinforce cooperation between the two countries’ legislative bodies, while vigorously seeking to jointly advance, alongside the UAE, into a third country, building on the successful operation of the Barakah Nuclear Power Plant Construction Project*. In particular, the two heads of parliament will focus on expanding the amount of investment by the UAE’s sovereign wealth fund in Korea and reinforcing national defense cooperation. As the UAE is home to the largest number of overseas Korean residents and branches of Korean companies in the Middle East, related support measures will also be discussed.

Speaker Kim is also scheduled to visit the Akh Unit, a symbol of military cooperation between Korea and the UAE and encourage its Korean soldiers. Since 2011, more than 150 soldiers have been newly dispatched to the Akh Unit every eight months to replace existing troops on site. The 20th replacement is now conducting its mission on site. The delegation led by Speaker Kim will wrap up its official trip with the visit to the Akh Unit.

Joining Speaker Kim on this official trip are National Assembly Members Yu Eui-dong (People Power Party), Kang Min-kuk (People Power Party), Kim Tae-nyeon (Democratic Party of Korea), Jin Sun-mee (Democratic Party of Korea), and Park Yong-jin (Democratic Party of Korea); Chief of Staff Park Gyeong-mi; Senior Secretary for Policy Song Gi-bok; Secretary for Speechwriting Choi Man-yeong; Ambassadorial Adviser to the Speaker Cho Koo-rae; and Director General of the International Affairs and Protocol Bureau Hwang Seung-gi.


* Barakah Nuclear Power Plant Construction Project: Project to build four reactors developed by Korea (APR1400) worth about KRW 20 trillion in Barakah, UAE. Commercial operation of the first and second reactors was initiated in April 2021 and March 2022, respectively. Commercial operation of the third and fourth reactors is expected to begin in June 2023 and June 2024, respectively.
