Plenary meeting passes bills including amendment to the Act on Facilitation of Entrepreneurial Activities by Persons with Disabilities

- Amendment to the Act on Facilitation of Entrepreneurial Activities by Persons with Disabilities to provide activity assistants and assistive devices to Entrepreneurs with disabilities -
- Amendment to the Higher Education act which permit cyber universities to operate general and professional graduate schools -


The National Assembly passed 53 items on the agenda on the 7th plenary meeting of the 400th regular session held on September 27, including 32 bills.

Major bills tabled for consideration are as follows:

<1> Amendment to the Act on Facilitation of Entrepreneurial Activities by Persons with Disabilities

The need for the amendment was recognized to reflect changes in relevant policies and the business environment in the Act on the Facilitation of Entrepreneurial Activities by Persons with Disabilities (enacted in 2005).

The amendment will promote business activities of companies operated by persons with disabilities and/or the hiring of employees with disabilities, through the expansion and advancement of government support.


<2> Amendment to the Higher Education Act

There was a recognized need to carry out institutional improvements that help cyber universities perform the critical role of providing contact-less education free from the constraints of time and space.

The amendment will expand opportunities for continuing education among adult learners, through the diverse curriculums of cyber universities

<3> Amendment to the Special Act on the Promotion of Gangwon-do to a Special Self-Governing Province, Etc.

Gangwon-do (province) is scheduled to be promoted to a Special Self-Governing Province on June 11, 2023, pursuant to the Special Act on the Promotion of Gangwon-do to a Special Self-Governing Province, Etc., enacted in June 2022. However, unlike the Jeju Special Self-Governing Province and Sejong Special Self-Governing City, a support committee has not yet been established.

The amendment will identify special cases and support provisions required by Gangwon Special Self-Governing Province by coordinating views of different government ministries under one committee affiliated with the Prime Minister.

It will also empower Gangwon Special Self-Governing Province and enhance local (provincial) competitiveness.


<4> Amendment to the Act on Operation of a Direct Payment Program for Promoting the Public Functions of Agricultural and Rural Communities

The amendment was passed to eliminate blind spots in the direct payment program and reducing the cases of unqualified recipients by expanding the target group.

At present, eligibility criteria for the direct payment program for farmland include “farmland must have a history of having received direct payments during the period January 1, 2017, to December 31, 2019.”
- This provision leads to the problem of working farmers being excluded from the basic direct payments target group because they did not apply for the program from 2017 to 2019, despite having met the eligibility criteria during that period, or the fact that they have just recently set up a farm.

The objectives of the amendment are : To delete the requirement of having received direct payments during the aforementioned period; To add the National Court Administration to the list of institutions subject to submission of data and to include electronic data concerning registration of family relations among the list of data for submission.
