In the general elections of May 25, 1971, first-time lawmakers secured 112 of the 204 seats of the 8th National Assembly – about 55 percent - to forge a near-generational shift in parliament.

Soon afterward, however, the newly elected legislature was thrown asunder by the “October Restoration” of October 17, 1972, which led to the Assembly’s dissolution just 15 months into its term.

The action was proclaimed by then-President Park Chung-hee, who in a special declaration on October 17 declared martial law and invalidated certain constitutional clauses. He disbanded the National Assembly, banned all forms of political activity, and transferred legislative authority to the Emergency National Cabinet.

With the legislature’s hands tied, the emergency cabinet pushed ahead with a constitutional amendment and a national referendum, and on December 27 adopted the Yushin Constitution.
