National Assembly attends the Parliamentary Meeting 

at the United Nations Climate Change Conference (COP28)

         Jung Hee-yong of the People Power Party

The National Assembly of the Republic of Korea (Speaker Kim Jin-pyo) attended the Parliamentary Meeting at the 28th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28), held on December 6 (local time) in Dubai, United Arab Emirates. The Korean delegation comprised three National Assembly members: Han Jeoung-ae (delegation head) of the Democratic Party of Korea; and Kim Woong and Jung Hee-yong of the People Power Party. 

 

The Parliamentary Meeting at COP28 (hereinafter referred to as ‘the Parliamentary Meeting’) is an official parliamentary meeting held during the Conference of the Parties to the UN Framework Convention on Climate Change. Congressional representatives from around the world gather there to share information about climate change and discuss the role of parliaments in the practical implementation of the Paris Agreement and the United Nations Framework Convention on Climate Change (UNFCCC).

 

COP28 is the largest general conference of Parties related to climate change, where ministerial officials from around the globe gather to discuss reducing greenhouse gases and preventing global warming. This year’s conference will run for 13 days, from November 30 to December 12, in Dubai, United Arab Emirates.  

 

The Parliamentary Meeting was held to recall the principles and objectives of the Paris Agreement and underscore the urgent need for action and international cooperation to address the challenges of climate change. Four sessions were held on the following topics: ▲a call for global implementation inspections and strengthened reduction motivations; ▲promotion of adaptation to climate action for vulnerable communities; ▲ promotion of leadership roles for female lawmakers in climate action; ▲ operation of loss and damage mechanism; and ▲ parliamentary supervision of implementation of the Paris Agreement after COP28. Following the session, the Parliamentary Meeting adopted the final outcome document, which suggested measures to address the climate crisis.

 

The Korean delegation attended the entire program, listening attentively to presentations by delegations and panels from each country. At the fourth session, which addressed parliamentary supervision of implementation of the Paris Agreement, National Assembly member Jung Hee-yong discussed the justification for responding to climate change and parliamentary-level efforts to improve the government’s implementation of the Paris Agreement, such as legal enactments covering carbon neutrality and a green growth framework; the allocation and trading of greenhouse gas emissions permits; and the introduction of the greenhouse gas reduction cognitive budget system through revision of the National Finance Act and the National Accounting Act.

 

Jung emphasized the role of parliament, with its legislative and budgetary authority, in the implementation of the United Nations Framework Convention on Climate Change (1992) and the Paris Agreement (2015), and called for robust support and efforts from the congressional delegations of each country to mitigate climate change.

 

The Korean delegation participated in other meetings as well as sideline events. It visited the COP28 conference hall to listen to efforts to alleviate climate change from countries around the world and visited Korea’s promotion booth on Dec. 5 to learn about domestic companies’ hydrogen energy conversion technology. 

 

At a sideline event of the National Assembly Climate Change Forum, the Korean delegation met with event officials and visiting university students to discuss the roles and tasks involved in greenhouse gas reduction and carbon neutrality. During a meeting with Kim Hyo-eun, Ambassador for Climate Change at the Ministry of Foreign Affairs, Korean representatives exchanged views about Week 1 topics of COP28, including climate funds and global implementation checks.

 

Afterward, a meeting was held with Kim Sang-hyup, Chairman of the Presidential Commission on Carbon Neutrality and Green Growth. The delegation and Chairman Kim exchanged perspectives on the conversion of the Korean National Assembly’s Special Committee on Climate Crisis into a Standing Special Committee and granting it legislative authority.

 

It is the intent of the Republic of Korea’s National Assembly to continue attending the Parliamentary Meeting at the Conference of the Parties to the United Nations Framework Convention on Climate Change to introduce Korea's climate change response legislation and policies, while actively participating in international discussions and cooperation aimed at reducing greenhouse gases and achieving climate justice through clean energy conversion.
