‘We successfully arranged official visits to the National Assembly by U.S. House Speaker Nancy Pelosi and Chairman of the Standing Committee of the National People’s Congress of China Li Zhanshu and engaged in wide-ranging diplomatic activity last year’


At the New Year’s Kickoff Ceremony on Jan. 2, the Speaker of the Republic of Korea’s National Assembly assessed parliamentary efforts to arrange budget bills and promote parliamentary diplomacy in 2022 while urging members to gear up for constitutional amendment and political reform in 2023.

Speaker Kim began by evaluating the National Assembly’s efforts in 2022, such as arranging the budget bills, promoting parliamentary diplomacy, and strengthening the parliament’s legislative power.

“When budget bill negotiation came to a standstill, we made efforts to complete deliberation and decision-making on the bill as soon as possible by presenting mediation and arbitration plans,” he said. “To expand the National Assembly’s authority over budget bill deliberation, we are striving to amend the National Finance Act as well as the National Assembly Act.”

Speaker Kim continued by saying, “We also devoted ourselves to promoting parliamentary diplomacy in the national interest, by arranging visits by U.S. House Speaker Nancy Pelosi and Chairman of the Standing Committee of the National People’s Congress of China Li Zhanshu to the National Assembly, and holding discussions on cooperation on national defense and nuclear power generation with parliamentarians from many countries while making wide-ranging efforts to secure the bid to host World Expo 2030.”

The speaker underscored that the National Assembly must complete constitutional amendment and political system reform in the new year. “We will act quickly to push ahead with constitutional amendment, which has been long sought after in political circles, as well as the maintenance of political laws such as the Public Official Election Act, so as not to repeat the so-called winner-takes-all politics,” he said, adding that “all National Assembly members will need to unite as one to complete the historic task of rewriting our politics.”

Lastly, he stressed, “This year, we have important tasks to accomplish that will write a new chapter in the history of the National Assembly. All legislative support bodies will have to work as one team in areas such as personnel management, policy coordination and legislative support.”

After wrapping up his New Year’s address, Speaker Kim awarded Presidential Orders and Medals of Services Merit, and a Speaker of the National Assembly Commendation.
