Opening remarks by Speaker Kim Jin-pyo
at the 1st plenary meeting of the 412th extraordinary session
Before we commence the meeting, I would like to make a few remarks.
On the 18th of January, there occurred an unfortunate incident
between a member of the Republic of Korea’s National Assembly
and the presidential security personnel.
Each member of the National Assembly
represents the people as a constitutional institution.
I believe that appropriate measures are necessary to prevent
such excessive responses from the presidential security personnel
from recurring.
Though the National Assembly and the government are partners in state affairs,
a political culture of mutually exclusive hostility between them is intensifying.
The National Assembly needs to show respect toward the government,
and the government also needs to respect the National Assembly.
I earnestly appeal for the restoration of a spirit of tolerance and restraint,
that was agreed upon during the regular session last year:
to refrain from picketing, heckling, and shouting,
and to together strive for a dignified politics
that meets the expectations of the people.
